This joke contains a small sweet spot of a sad story. A story that readers "local" needs no comment, but as I have said some people reading this in other places, I'm going to let a brief description of the event and what it illustrates.
From the Government of Navarra (Department of Health) has created an Institute for Health Research "which brings together all entities that make some kind Navarras health research except UPNA.
